Yes. You do not need 4,000 watch hours if you qualify through YouTube's Shorts route. In 2026, the full YPP threshold can also be reached with 1,000 subscribers and 10 million qualified public Shorts views within 90 days.
However, watch time generated from the Shorts Feed does not count toward the 4,000-hour long-form requirement. The two measurements are tracked separately for eligibility.

What Watch Hours Count Toward the 4,000 Hours?
YouTube does not count every minute of watch time toward YPP eligibility. For the 4,000-hour threshold, the watch time must come from eligible public long-form content.

- Private videos: do not count.
- Unlisted videos: do not count.
- Deleted videos: do not count.

Yes. YouTube has announced an important change for new YPP applicants beginning February 1, 2027.
For the full Ads and YouTube Premium entry tier, the announced threshold will increase to 1,000 subscribers plus either 8,000 qualified watch hours in the previous 365 days or 20 million qualified Shorts views in 90 days.
The earlier-access tier with 500 subscribers, 3,000 qualified watch hours, or 3 million qualified Shorts views is currently scheduled to remain available for eligible fan-funding and Shopping features.
So if you are reading this before February 2027, the familiar 4,000-hour threshold still applies to new applicants for the current full YPP tier. After the announced change takes effect, new creators will need to check the updated requirements inside YouTube Studio.
Should You Focus Only on Reaching 4,000 Watch Hours?
No. Watch hours are an eligibility threshold, not a revenue target by themselves. A stronger channel also needs content that keeps viewers watching, returning, and engaging after monetization.
